If you own a community lot like a restaurant i know i could lock the doors as the owner and they stay locked when i go there as a customer. What do you expect to see. I m not sure though. Each floor is set up like an apartment with the doors locked to allow only certain sims in an apartment. Allowed sims should still be allowed to go through the locked door after closing and then starting up the game.

I remember that the door lock mod from modthesims had a lot more features i really enjoyed it. I don t think you can lock doors for community lots. It s annoying to be honest. Custom content or mods.
